EU PPM Comparative Report – Update

The EU Public Procurement Managers (EUPPM) initiative continues to advance its mission of strengthening professionalisation across Europe. Following the recent missions to Finland and Estonia, the project has entered a new and promising phase. Thanks to the numerous institutional contacts established during these visits, responses to the questionnaire on the state of professionalisation have now been received from 18 European countries. This represents a significant achievement and confirms the growing interest in building a shared European vision for public procurement.

While this result is highly encouraging, the work is far from complete. To ensure a truly representative and comprehensive analysis, the project must further expand its outreach. Additional efforts are needed both to deepen engagement in the countries already involved and to identify new contacts in those Member States from which no responses have yet been collected. Broad participation is essential to capture the diversity of administrative models, challenges, and best practices that characterise public procurement across Europe.

The forthcoming Report on the Professionalisation of Public Procurement marks only the first milestone in a broader process. It will serve as the foundation for the European Conference scheduled for 15–17 October 2026, where academics, institutional representatives, public buyers, and economic operators will gather to discuss the key issues emerging from the new European directive expected in the coming months. This event will provide a unique opportunity to reflect collectively on the future of the profession and to shape a coherent, ambitious European framework.

To achieve this goal, the contribution of every public buyer, expert, and stakeholder is indispensable. We therefore warmly invite all colleagues across Europe to complete the questionnaire and to share it within their networks. Each response strengthens the evidence base of the project and brings us one step closer to building a robust European community of procurement professionals.
